The appointment of Abisoye Coker-Odusote, Director-General of the National Identity Management Commission (NIMC), as Director of Data Management for the All Progressives Congress (APC) 2027 Presidential Campaign Council has triggered backlash on X, with commentators questioning why the custodian of Nigeria’s national identity database is listed in a partisan campaign structure.
The council, unveiled on 22 August by Bayo Onanuga, special adviser to President Bola Tinubu on information and strategy, lists Coker-Odusote alongside National Information Technology Development Agency (NITDA) Director-General Kashifu Inuwa Abdullahi as deputy in the same directorate.

Governance analyst Ose Anih questioned the ethics of the appointment, warning of possible “moral entanglements” where a campaign’s voter outreach infrastructure could end up hosted on NIMC’s data backbone, while stressing this had not been established to have happened. He argued Coker-Odusote and Nigeria Revenue Service (NRS) chairman Zacch Adedeji, also on the council’s fundraising committee, should ideally recuse themselves.
Financial analyst Kalu Aja and commentator Adetutu Balogun separately queried whether officials heading sensitive public databases should hold partisan roles at all, with Balogun invoking civil service rules requiring neutrality.
Rabiu Kwankwaso, in a statement, said the arrangement raised a “serious institutional question” and asked the government to explain how it squares with public trust. Technext could not immediately verify claims by some X users that NIN data had already been placed at the APC’s disposal.
Custodian of citizens’ data now managing party data strategy
As NIMC’s chief executive, Coker-Odusote is legally responsible for enforcing the NIMC Act 2026 and safeguarding the National Identity Database (NIDB), which holds biometric and personal records for more than 136 million Nigerians, as a certified data controller under the Nigeria Data Protection Commission (NDPC).
Her new campaign role, by contrast, involves managing political data strategy, voter statistics and campaign analytics for the ruling party.

The overlap comes as NIMC deepens collaboration with the Independent National Electoral Commission (INEC) to integrate National Identification Numbers into continuous voter registration, following Tinubu’s assent to the NIMC Act in June.
Analysts note this is not Coker-Odusote’s first party data role; she previously served as the APC’s National Database Project Director before her 2023 NIMC appointment.
Why critics are worried
Data privacy advocates argue that pairing regulatory custody of a national database with a party’s campaign data operation carries structural risk, even without evidence of misuse.
Concerns raised include the possibility of unsolicited political messaging built on personal contact records, disproportionate insight into voter demographics for the ruling party, and a wider erosion of the line between the state and party structures ahead of 2027.
